DHS programs have an increasingly large impact overseas and on the mission of Embassy Tokyo. New DHS programs either currently ongoing or proposed for operations in Japan include the Container Security Initiative (CSI), a CBP directed program that is a priority program of the President and DHS. CSI is currently operating on a pilot basis in four ports in Japan.
The Customs-Trade Partnership Against Terrorism (C-TPAT) is also operational. Through this program U.S. companies and Japanese affiliates that ship from Japan to the U.S. enter into a voluntary partnership with DHS/CBP to utilize agreed standards and best practices to reduce the possible fraudulent use of industrial shipping logistics and methodologies by terrorist and/or criminal organizations.
DHS is also considering numerous new programs and/or strengthening established efforts overseas with the objective of increasing capabilities in the areas of human smuggling and trafficking and transportation security. The U.S. Coast Guard, an integral part of DHS, maintains a mission in Japan to perform maritime safety inspections and implement the International Port Security Program.
The mission of ICE is anti-terrorism: to protect the United States and its people by deterring, interdicting, and investigating threats arising from the movement of people and goods into and out of the United States.
ICE agents around the world investigate violations in the areas of smuggling, money laundering, human trafficking, child pornography, commercial fraud, intellectual property rights, prison labor, anti-dumping and countervailing duties, and product safety. ICE also has primary foreign jurisdiction with regard to investigations conducted on behalf of several other departments and agencies, e.g., the Arms Control and Export Act and International Trafficking in Arms Regulations (State), Export Administration Regulations (Commerce), and embargoes and sanctions (Office of Foreign Assets Control).

This office strives to fulfill the broad scope of missions and responsibilities of DHS in Japan. The office is committed to developing cooperative relationships with other U.S. agencies in Japan and our Government of Japan counterparts. The DHS ICE/CBP Attache Tokyo office supports DHS domestic operations by securing full and prompt cooperation from foreign authorities in performance of programmatic and investigative duties and responsibilities.
The office maintains an excellent working relationship with numerous Government of Japan ministries and agencies. We coordinate international programs and policies with the Ministry of Foreign Affairs. Criminal investigations are coordinated with the National Police Agency of Japan. Within the Ministry of Justice, our primary contacts are Japan Immigration Bureau; and of course our historic partner for Customs related issues is the Ministry of Finance, Customs and Tariff Bureau.
